Are drivers illegally passing the L-Taraval due to ignorance, or is it because of erroneous traffic control signs?

As part of his famed "People Behaving Badly" segment, KRON's Stanley Roberts visited the Parkside district this week to take a look at posted signs warning motorists against passing a stationary streetcar. According to California Vehicle Code 21756a, drivers must stop at a safe distance and allow passengers time to get on an off, unless there's a designated safety zone for passing.

Roberts noted that many signs on Taraval incorrectly cite CVC 21765a, which does not exist—presumably because of a transposition between the two middle numbers in the code. "This nonexistent vehicle code has been posted for at least seven years," he reports, noting that SFMTA is investigating why the signs are still posted.
