"Round Rock has historically used operating surpluses and excess reserves to fund additional discretionary transfers and large one-time capital expenditures that would otherwise be funded with debt," as stated by the Round Rock Texas. These financial power moves give the city extra wiggle room, which they can tighten or cut loose if money gets tight.
