The project, spearheaded by EB Blaine Development, LLC, aims to quickly redevelop a blend of existing commercial spaces and undeveloped land into a hub of residential, commercial, and recreational facilities.

Plans for BTC include the construction of high-density multi-family housing, a secondary hotel building, and diverse commercial spaces such as restaurants and offices complemented by several multi-level parking structures. Not just stopping there, the ambitious project also proposes to build a multi-purpose stadium, a fieldhouse for various sports, a soaring multi-story hotel, an adventure park designed to thrill, a food hall catering to diverse palates, and a community area that doubles as an open-air plaza and park. EB Blaine Development is looking to quickly bring urban vibrancy to this Minnesota suburb.

The details of the proposed development are outlined in an Alternative Urban Areawide Review (AUAR), which is currently open for public scrutiny and feedback. According to the city's announcement, the review document provides an in-depth analysis of the project's potential impacts and benefits to the surrounding area.
