Hayes Valley Farm's interim use agreement is currently slated to end on December 1st, meaning that half of the 2.2-acre farm will soon be developed into mixed-use retail/housing. Once the agreement ends, the community-run farm will have 30 days to vacate Parcel P (at the corner of Oak and Laguna) and 90 days to vacate Parcel O (at the corner of Fell and Laguna).
While the Farm's organizers have anticipated this move since its inception, what has not been known is the developer's intended use for Parcel O -- namely, a parking and staging lot for heavy equipment.
According to Jay Rosenberg, director of HVF and a champion of green space developments on interim-use areas, the use of Parcel O as a space to park bulldozers and construction equipment was never discussed in any of the meetings with the Mayor's Office of Housing. As Jay wrote on the 49 Farms website, "During years of public meetings about the development, this plan to create bulldozer parking on the adjacent property was never presented to the public." Jay said he feels blindsided by this recent disclosure, and wants to shine a light on the issue to make the neighborhood aware of what will happen to that parcel. “I would like the community's voice heard,” Jay told us. “What is the value of community space and community input when you don’t co-create with your neighbors, but instead you impose your design on them?" He believes that wasting this lot as a staging space for construction will usher in a return to the urban blight that HVF has worked so hard to expel from the area. It's for this reason that Jay poses the question to all residents and merchants of Hayes Valley: What do YOU want to see on the public land at Parcel O? A proposal is being presented for a new interim agreement which would allow at least some of Parcel O to continue being used for farming/education purposes. The Land Use & Economic Development Committee of the Board of Supervisors will hold a public hearing to consider the proposal today at 1pm in Room 250 of City Hall.
