1. Papa Joe's Fish-n-que
Topping the list is Papa Joe's Fish-N-Que. Located at 2019 W. Bethany Home Road in Alhambra, the spot to score fish and chips and barbecue is the highest-rated budget-friendly barbecue spot in Phoenix, boasting 4.5 stars out of 289 reviews on Yelp. The restaurant serves pulled pork sandwich, beef ribs and pulled brisket.
