Topping the list is Anise Pho. Located at 222 Glenwood Ave., Suite 113 in Glenwood South, the Vietnamese spot, which offers bubble tea and more, is the highest-rated affordable bubble tea spot in Raleigh, boasting 4.5 stars out of 137 reviews on Yelp. The spot's bubble teas include passion fruit, matcha green tea, strawberry and mango, to name just a few.
