In a move to address California's persistent housing crunch, the state's Department of Housing and Community Development (HCD) released a pivotal report titled "California’s Housing Future 2040: The Next Regional Housing Needs Allocation (RHNA)." This report lays out a detailed road map designed to help lawmakers more effectively plan for housing needs up until 2040.

A core aspect of the issue is the Regional Housing Needs Allocation, which has been a critical step in planning efforts since 1969, requiring local governments to painstakingly plan to meet the housing needs of their communities. However, HCD insists that while the framework is robust, tweaks are desperately needed to fully realize its potential. According to the California department of Housing and Community Development, these revisions would not only call for new laws but could also be implemented through adjustments to current processes within HCD’s administrative grasp.

Tomiquia Moss, Secretary of the Business, Consumer Services and Housing Agency, highlighted the urgency for policymakers to access "timely and accurate data to design and implement solutions that effectively address" the state's housing affordability crisis and rising homelessness. "Through the California’s Housing Future 2040 initiative, HCD has identified actions to better capture the full extent of housing need and lay the groundwork to create future homes," Moss stated.

These recommendations arrive amid Fair Housing Month celebrations, reminding Californians of the fair housing strategy's roots. "RHNA was created as a fair share housing strategy half a century ago, to require all California local governments to plan for housing needs at all income levels," said HCD Director Gustavo Velasquez, as per the California department of Housing and Community Development. With this blueprint, the goal is to empower the state to actively promote fair housing while addressing the long-standing consequences of restrictive local policies.
