Barrera, whose experience includes a stretch as a Community Development Director for the Village of Mundelein, Illinois, and economic and Community Director for the City of North Chicago, arrives with a toolbox brimming with industry knowledge. His insight into business development trends and strategic planning will be instrumental to the Duncanville Community and Economic Development Corporation (DCEDDC), where he will serve as a key liaison. According to the City of Duncanville, his role includes spearheading efforts to draw new businesses to the city while bolstering those that call Duncanville home.

City Manager Douglas E. Finch lauded Barrera's appointment, expressing excitement over adding someone with such a rich background to their senior leadership. "We're happy to welcome someone with Victor’s background, nearly 20 years of experience, and passion for economic development and planning to our senior leadership team," Finch stated, as per the City of Duncanville, positioning Barrera as a crucial player as the city forges ahead with economic enhancements.

Graduate of the University of Illinois, Chicago with a Master of Public Administration, Barrera has also worked in the real estate sector in and around Chicago, furnishing him with a holistic perspective on development. "I am thrilled to become a part of an organization that is eager to welcome new business while continuing to show strong support for those already a part of this great community," Barrera said, as cited by the City of Duncanville, reflecting his eagerness to get started. He's been working part-time with the department since June, set to begin his full-time tenure on July 1.
