A fatal neighborhood dispute in Philadelphia's Mayfair area led to the shooting death of a 65-year-old woman and subsequent arrest of a man charged with murder and firearm violations. The incident took place before noon on Tuesday when police were called to the 7100 block of Montague Street following reports of gunshots. On the scene, officers found the woman wounded by gunfire, she was pronounced dead around 12:18 p.m.

Following the shooting, authorities declared a barricade situation, initiated around 12:23 p.m. as the gunman refused to leave his residence. The standoff continued for approximately an hour, details on its conclusion remain obscure at this time. William Pulver, 64, was later taken into custody by Philadelphia police, he faces several charges including murder, and violation of firearms regulations, CBS News Philadelphia reported.

A local resident, Maribel Ortiz, described the victim as a sweet woman who was friendly with children in the neighborhood. The victim and Pulver, according to Ortiz, had been embroiled in longstanding issues, as reported by NBC10 Philadelphia. Pulver's charges also include possession of an instrument of crime and violation of the Uniform Firearms Act - on the streets.

Robert Shinn, the husband of the slain woman and married for 37 years, recounted a confrontation with Pulver the day before the shooting. "He told us we stole his iPad. And, went on some kind of rant. Wanted to fight me. He pushed her," Shinn revealed in an interview with FOX 29. This incident underscores an escalation in their previously contentious relationship, eventually culminating in the tragic event.
