Authorities responded to a disturbing scene on Grant Road where a male was found unresponsive behind the wheel of a running vehicle, which could have led to a dangerous situation if not for law enforcement intervention. The Harris County Precinct 4 Constable's Office reported that on June 15, deputies were dispatched to the 13200 block of Grant Road when Phong Nguyen was discovered passed out in his car. The vehicle was not only running but was also set to drive, posing a serious hazard. The deputies arrived to find the driver, later identified as Nguyen, exhibiting signs of impairment.

Upon conducting field sobriety tests, which Nguyen failed, it was evident he was under the influence. The situation quickly escalated when it was discovered that Nguyen was already out on bond for a prior Driving While Intoxicated - 3rd Offense and during the investigation, deputies also found him to be unlawfully in possession of narcotics. Substances identified as Cocaine and Xanax were retrieved, leading to additional charges. According to a Facebook post by Constable Mark Herman, "Phong Nguyen was arrested and booked into the Harris County Jail, charged with Driving While Intoxicated -3rd Offense and Possession of Controlled Substance."
