Despite the clear hazards and the tension between spectacle and public peace, there remains a question over the effectiveness of law enforcement's response. ABC7 coverage indicates that the sideshows began around 8 p.m. in the parking lot of a Ralphs supermarket in Granada Hills and police managed to shut them down swiftly. However, it remains unclear whether any arrests or citations were handed out.
