Windsor Police Nab Three Suspects and Seize Drugs Following Kubota Tractor TheftSource: Windsor Police Department

On Monday morning, a theft report concerning a brightly colored Kubota Tractor led Windsor law enforcement on a path that ended with three arrests and the seizure of two pounds of drugs. The tractor, along with building materials including doors and paint, was reported stolen from the 1200 block of 19th Hole Drive, according to the Town of Windsor Police Department.

The investigation quickly gathered pace after the deputies canvassed the neighborhood, enlisting the help of the Sonoma County Sheriff's Office's Property Crimes/Narcotics Investigations Unit. On a patrol in Santa Rosa, detectives landed their eyes on the stolen construction equipment. Nestled within Bridlewood Court, an area still bearing the scars of the Tubbs Fire without signs of active construction, the discovery appeared out of place. It ignited a crucial spark in the investigation.

The case took another twist when Refugio Carrillo, 47, accompanied by passengers, pulled up in a truck while detectives were on site. Known to the authorities from previous encounters, Carrillo and his company, Damian Rosales, 34, and Rodrigo Lopez, 54, quickly found themselves under the scrutiny of the law. A search of the individuals and the truck, prompted by Lopez's active probation status, unearthed suspected methamphetamine, various equipment tied to burglary, and evidence of alcoholic indulgence within the vehicle.

Details outlined by the police department's statement also mention two subsequent search warrants—one for Carrillo's residence and another for a storage unit—which culminated in the discovery of further stolen items and additional drugs. Carrillo now faces several charges, including receiving stolen property, conspiracy, and vehicle theft. Rosales shares similar charges, although he has since been released from custody.

Lopez, the one found with drugs during the initial search, has his bail set at $50,000 and currently remains in custody, facing charges of receiving stolen property, conspiracy, and violation of pre-trial.
