The Healey-Driscoll Administration and the partnering organizations, which include the Massachusetts State Police, the Massachusetts Chiefs of Police Association, Advocates for Autism of Massachusetts, and The Arc of Massachusetts with input from the autism community believe this program will foster more positive interactions between the police and neuro-diverse individuals.

Officials have outlined several objectives for the Blue Envelope Program, such as providing immediate information that encourages empathy from officers, offering visual cues for better interaction, and printed guidelines to aid effective communication in high-stress situations. Not only designed to assist the police, but the program also aims to prepare drivers with autism to handle traffic stops more confidently by understanding what is expected of them and by keeping important documents in an easy-to-present format.

As stated in the department's social media announcement, these Blue Envelopes are currently available at all state police barracks, and the Plymouth Police Department anticipates having them soon, assuring "We have been told that we will have them shortly...We will let you know!" signaling their forthcoming involvement in the program - this addition marks another step in the commitment to create inclusive and sensitive environments extending even to the routines of a traffic stop.
