Portland Selects MPS & Associates to Monitor Police Oversight as per DOJ SettlementSource: Portland Police Bureau

In a move aimed at bolstering police oversight in the city, the City of Portland and the Department of Justice have put their trust in MPS & Associates, headed by Mark P. Smith, to steer the course as Independent Monitor of the city's policing settlement agreement. This decision came after an intensive selection process, and Smith's team is now on deck to oversee the City’s adherence to the DOJ's terms.

According to an announcement on the city’s official website, Smith and his team, bring to the table a wide range of expertise in the areas of police oversight, and constitutional policing practices. The City Council has set a date to cast their votes on accepting the hiring of MPS & Associates, penciling in the session for May 2, 2024, at 2:25 p.m. But, it will be on May 15 that the Court is expected to give the final nod.

Mark Smith isn't treading these waters alone; Antoinette Edwards is on board as an Associate Monitor. She arrives with a storied history of pushing for equality, non-violence, and justice within the Portland community. "Her focus will be to ensure an active community voice in the team’s work," notes the city's statement.

The conception of the role and the search for the perfect candidate followed the Court’s approval of amendments to the Settlement Agreement on November 30, 2023. This approval acknowledged the City's consistent compliance with previously outlined terms and highlighted areas needing stricter oversight. The City welcomes the transition and is committed to working collaboratively with all stakeholders to meet the DOJ’s benchmarks.
