Louis Ray Keeton, 40, was arrested on June 6 in Beaumont, Texas by DPS Special Agents in collaboration with the U.S. Marshals Joint East Texas Fugitive Task Force. These arrests are part of ongoing efforts to apprehend offenders who pose a significant threat to public safety across the state.

Newman, with a history of crimes that included aggravated sexual assault of a child and aggravated robbery, had been on the run since October 2023 when he was wanted out of Dallas County. Keeton, a high-risk sex offender, and Bloods gang affiliate, had disappeared after failing to comply with sex offender registration requirements and was wanted since December 2023 out of Harris County.

The DPS has been successful in apprehending a number of the state’s most wanted offenders this year, 21 to be exact, including 8 sex offenders and 9 gang members. Through coordinated efforts between different law enforcement agencies and support from the Texas public, the Texas Crime Stoppers program continues to be a critical component in ensuring these fugitives face justice. Tips provided by the community play an essential role, and the program offers cash rewards to those whose information leads to an arrest.

Those looking to report information can do so anonymously by calling the Crime Stoppers hotline, submitting a web tip through the DPS website, or even via a Facebook tip. The DPS emphasizes that individuals should not try to personally apprehend these fugitives, as they are considered armed and dangerous.
