Carlos Arroyo, a 38-year-old social studies teacher and boys' varsity soccer coach at Randallstown High School, was charged with sexual abuse of a minor and third-degree sexual offense. The Baltimore County Police Department announced, "Arroyo is also facing two misdemeanor charges." as reported by CBS Baltimore on Sunday. Arroyo, taken into custody on Friday, is being held without bail at the Baltimore County Detention Center.
Details from a letter to parents and caregivers shared by WMAR2 News disclose that Arroyo has been a part of the Baltimore County Public Schools (BCPS) since 2022, beginning his tenure at Randallstown High School in August of that same year. The letter also reveals that Arroyo has been placed on administrative leave in the wake of the arrest, to swiftly and thoroughly safeguard students from possible harm. "These charges are deeply troubling." the statement read, "We hold our employees to a high standard of character and this behavior is completely unacceptable." as per WMAR2 News. Counseling services were offered for students needing to process this disturbing information.
Investigations commenced at the end of April after the authorities were notified of the alleged sexual assault. Following weeks of interviews and evidence gathering, detectives from the Baltimore County Crimes Against Children Unit proceeded to arrest Arroyo.
