The Maricopa County Attorney's Office has declined to prosecute City of Surprise Councilmember Alyson "Aly" Cline on charges of theft and/or criminal damage related to the removal of signs from city property. These events follow a report filed to the Surprise Police Department on March 29, 2024, prompted by a resident's claim that Cline had illegally taken signs down. As reported by city officials, the signs in question were initially placed on numerous city-owned spots, including City Hall and the Surprise Regional Library, in violation of local code.

Video evidence submitted to the police showed Councilmember Cline being confronted while removing some of the said signs near the library. Due to potential conflicts of interest, the Surprise Police Department enlisted the Goodyear Police Department for an independent investigation into the allegations. With their investigation concluded, the findings were presented to the Maricopa County Attorney's Office, which later determined on June 14 not to pursue legal action against Cline, citing "No Reasonable Likelihood of Conviction."
