The situation escalated when the suspect was to directly be recorded by a witness's cellphone, capturing the theft on video.

The video shared by Constable Mark Herman's Office shows the suspect operating a 2011 black Chevrolet Volt, distinguished by its temporary tags. Officials are now reaching out to anyone who might recognize the vehicle or have information regarding the identity of the suspect.
