The order stresses the importance of a "commonsense" approach to infrastructure investment, with an impetus on risk-informed decision-making to improve America's defense mechanisms against such hazards.

According to the official document, the President has tasked the Assistant to the President for National Security Affairs (APNSA) to coordinate with other key officials to formulate a comprehensive National Resilience Strategy. The executive order also foresees reforms to the bureaucratic structures currently governing national preparedness and continuity. Within one year of its enactment, the Secretary of Homeland Security is required to revise policy frameworks in a manner that imbues improved communications and comprehension between federal officials and state, local governments, and individuals. Additionally, the revision of critical national policies, such as homeland security directives and executive orders on supply chain security, is deemed imperative for achieving a sturdier posture for national infrastructure.

These measures are part of the Administration's effort to adopt a more practical, savings-focused approach that reduces dependence on federal oversight. The initiative aims to foster a culture where resilience is seen as a collective responsibility, promoting collaboration between different levels of government and the citizens they serve.
