
Jorge Armando Contreras, a former education official in Orange County, stands accused of embezzling over $14 million from the Magnolia School District. The accusation comes from the U.S. Attorney's Office for the Central District of California. Allegedly, Contreras funneled these funds into his personal account over several years, to fund a lifestyle of luxury and cosmetic treatments.
As Senior Director of Fiscal Services at Magnolia School District since 2006, Contreras was entrusted to, manage the district's financial operations. The implicated school district, educating children from preschool through sixth grade, many from disadvantaged backgrounds, receives federal funds on an annual basis, thus making the alleged embezzlement a federal crime.
From August 2016 to July 2023, Contreras reportedly made unauthorized self-payments from district funds, amounting to over $14 million. The U.S. Attorney's Office indicates these checks ranged from $11,000 to $95,000, with fictitious individuals listed as payees. Illicit expenditures allegedly include over $1.9 million paid to American Express, $325,000 in ATM cash withdrawals, and $130,000 transferred to Contreras' recently married partner.
With embezzled monies, Contreras is said to have procured a $1.5 million residence in Yorba Linda, a BMW SUV worth approximately $127,000, and luxury goods from Versace and Louis Vuitton, in addition to cosmetic treatments worth $190,000. Allegedly, Contreras concealed these illicit activities, tampering with bank statements during his property loan application process and transferring a portion of the stolen funds to Mexican bank accounts.
Prompt action was taken by the school district once these allegations surfaced, with Contreras placed on administrative leave in August 2023 and legal action initiated against him in the Orange County Superior Court. As is the norm in the legal process, Contreras is considered innocent until judged guilty by the court.
