
The Los Angeles Police Department (LAPD) has commended the Los Angeles County Superior Courts for the execution of the Pretrial Risk Evaluation Program (PREP). Introduced on October 1. As per PREP, half of felony suspects arrested by the LAPD were not eligible for zero bail due to the seriousness of their charges under the California Penal Code. Moreover, approximately two-thirds of eligible individuals underwent the newly instituted magistrate review process. Despite most arrestees remaining in detainment until arraignment, 42 individuals were released and later arrested again for additional felony crimes. Chief Moore noted these occurrences accentuate the importance of balancing defendant rights and the LAPD’s protective duty, necessitating collaboration with the Los Angeles Judicial Council.
