A federal grand jury indicted Omar Navia and Adan Ruiz for their alleged involvement in nationwide narcotics distribution. Prosecutors charged Navia, from South Los Angeles, and Ruiz, from Garden Grove, with conspiracy to distribute and possess with intent to distribute fentanyl and methamphetamine. They also charged Ruiz with fentanyl distribution, according to The U.S. Attorney's Office, Central District of California press release.

A returned October 25 indictment alleges that Navia and Ruiz acted as suppliers for a drug trafficking organization, transacting on the dark web and via encrypted messaging apps such as "Session" and "Signal". This case includes the indictment of Rajiv Srinivasan, from Houston, and Michael Ta, from Westminster, on associated charges in 2022. Srinivasan and Ta have both admitted to drug trafficking activities, which resulted in the death of three individuals from drug overdoses.

The indictment details that Srinivasan, under the vendor account "redlightlabs" operating on various darknet marketplaces, accepted orders for counterfeit M30 oxycodone pills containing fentanyl and other narcotics. In the process, Srinivasan, Navia, and Ruiz used Ta as a mailing intermediary for the clients placing these orders.

The alleged pay for their roles as drug suppliers came through various monetary channels. These channels include cryptocurrency, funds routed through cryptocurrency exchanges, and mobile payment applications such as Apple Cash, CashApp, PayPal, Venmo, and Zelle. Both Singh and Ta are set to receive sentencing next year before Judge David O. Carter in Santa Ana, United States District Court.

An electronic document maintained by Srinivasan and Ta documents approximately 3,800 drug transactions delivered to about 1,400 unique customers across the United States. The record reflects sales from May to November 2022, including 123,688 fentanyl pills, just under 20 pounds of methamphetamine, and fewer quantities of fentanyl powder, black tar heroin, and cocaine.

The indictment against Navia and Ruiz forms part of an ongoing effort to address drug trafficking. The Joint Criminal Opioid Darknet Enforcement (JCODE) team run by the FBI has significantly aided in combating darknet vendors. The FBI-led team, since its conception in 2018, has arrested over 300 traffickers operating on the darknet, confiscated more than $42 million in drug-related funds, seized over 800 kilograms of drugs, and secured approximately 145 firearms. These stats can be found in the DOJ press release.
