
The Vallejo Police Department (VPD) has updated its data collection, adding to the effort towards transparency and accountability regarding use-of-force incidents. Starting from January 1, 2023, the department's new practices considerably broadened the range of information gathered compared to its previous approach as reported. This change enables the public to enhance their understanding of the department's work while limiting simple comparisons with previous years.
The strategy was brought forward through a collaboration between VPD and the California Department of Justice (Cal DOJ). This agreement, initiated in June 2020, enhancements were made in VPD policies, training, and tracking and analysis of use-of-force incidents according to VPD. It encouraged public participation and feedback through various platforms, making sure that all voices are heard and considered.
The expanded tracking features a more in-depth view on use-of-force incidents. These include lower-level force types, such as control holds and ground control techniques, as well as any de-escalation efforts per VPD's announcement. These additions significantly increased the recorded use-of-force events compared to 2022.
In its continuous reform, the Vallejo Police Department has put into place a multi-level review and evaluation process for all use-of-force incidents according to VPD. From 2021 to 2022, a total decrease of 62% in use-of-force events was recorded. This illustrates the success of this new approach in reducing these incidents.
The VPD acknowledges the potential issues when directly comparing use-of-force data from previous years to the new process initiated in 2023 VPD cautioned. Aptly noted, the varying methodologies could give misleading outcomes, downplaying the department's commitment to ongoing improvement and transparency.
With the Vallejo Police Department's upgraded data collection for use-of-force incidents, in collaboration with the Cal DOJ and the community, this marks a significant step towards enhancing public trust in law enforcement. By putting forward monthly data on its website and social media outlets, the VPD fosters a culture of openness and ensures an environment where both the police and the community can jointly work towards a safer society.
