Rollins joined Arlington PD back in 2002, making marks in several roles, including patrol officer, SWAT team member, and Auto Theft Detective. He's also known for launching the department's Unmanned Aircraft System (or drone) program in 2012, one of the first in the nation that expanded to a successful citywide initiative. Together with the police force, Rollins oversaw the implementation of a new Records Management System that refreshed crime reporting protocols for the Arlington PD, allowing the department to report crime more openly and transparently to the community and the department.

Rollins' educational credentials include a Bachelor of Science from Texas A&M University and a Master of Arts in Criminology and Criminal Justice from the University of Texas at Arlington. He brings to the table leadership training from the FBI Law Enforcement Executive Development Association Trilogy program and a Master Peace Officer Certification from the Texas Commission on Law Enforcement.
