
The financial future of Dallas' finest and bravest was the focus of a critical meeting held by the city's Ad Hoc Committee on Pensions on Thursday. The brains of the finance industry were brought in to provide their two cents on how to steer the troubled Dallas Police and Fire Pension System back into financially stable waters. Bringing clarity to the issue, a third-party actuary laid out the unforgiving numbers while financiers unpacked potential pathways for recovery.
Hoping to reinforce the pension system over the next three decades, Mayor Pro Tem Tennell Atkins, chairperson of the committee, recognized the value of these expert insights. "Gathering advice from experts in pension funds and investments is another step in the right direction," Atkins said. The due diligence, he stated, bolsters not just the pension fund's integrity but also the city's commitment to meeting the needs "of our city and all its residents", according to the City of Dallas.
Jack Ireland, the Chief Financial Officer for the City of Dallas, laid out the timeline for these endeavors, aiming for a comprehensive solution by the following fall. "We’re on schedule to submit our funding soundness restoration plan to the Texas Pension Review Board by Fall 2024," Ireland shared with attendees. Optimistic about the collaborative energy fusing the committee with outside experts, he added that their collective effort will "help the City finalize a plan that ensures the long-term financial soundness of the Dallas Police and Fire Pension System while protecting Dallas residents", per the City of Dallas.
An update was also presented by Cheryl Alston, the Executive Director of the Employees’ Retirement Fund of the City of Dallas, addressing parallel issues in her domain. Her testimony echoed a shared resolve, stating the Employee’s Retirement Fund is on a consistent track to seal their fund's fiscal future as well. The convergence of high-level expertise and the city's careful planning signals a joint campaign—one aimed squarely at delivering pension security to those who have dedicated their lives to public services, as per the City of Dallas.
