Set to make use of $20.5 million from the American Rescue Plan Act, Uplift Harris aims to tackle persistent economic disparities heightened by the COVID-19 pandemic. The forthcoming application period starts on January 8, 2024, and will run through January 26, making it a critical window for families living below 200% of the federal poverty line and in designated high-poverty ZIP codes. As per FOX 26 Houston, the program also includes participants of the ACCESS Harris initiative, where eligible residents can apply through their involvement in coordinating care and empowering self-sufficiency.
The specifics regarding eligibility criteria were detailed by Chron.com, where a family of four can qualify with an income of up to $60,000. Identified ZIP codes, such as 77050 and 77093, feature prominently among the neighborhoods set to benefit from the program. Having an income below 200% of the federal poverty line is the linchpin for eligibility, which ties in with census data indicating that 16 percent of Harris County residents are living beneath the poverty line.
Applicants must be aged 18 or older and can expect notifications of their selection by mid-February next year. Residing at these impoverished thresholds, successful applicants should see the first $500 payments kickstart in March or April 2024. Distributed either via direct deposit or prepaid reloadable debit cards, the funds are unrestricted in use bar illegal activities, as stated by Chron.com. Noteworthy is that the monthly benefit is not subject to taxation, being treated as a tax-exempt charitable gift by the IRS.
