This financial boost, sourced from the city’s Hotel Occupancy Tax, is managed annually by the Houston Arts Alliance (HAA). Mayor Sylvester Turner, a steadfast advocate for cultural equity and access, expressed his pride in the system's transparency and its emphasis on inclusivity, according to a release. "We must continue building an inclusive creative ecosystem where creatives and entities thrive," Turner emphasized, highlighting the continuous effort to make Houston's diversity its strength. The grants, eligible to Houstonians and city visitors alike, stand as a testament to the town's commitment to sustaining a rich, diverse arts scene.

The grant selection process begins with public input and is aligned with the city's objectives starting every January. It includes rigorous workshops and outreach aimed at educating applicants on crafting competitive proposals. Houston Arts Alliance undertakes this initiative, casting a wide net through social media and other digital platforms to ensure broad participation.

All submissions passed through a twofold review process. Applications were initially screened by HAA's staff for basic criteria, such as providing public programs within the grant period. Subsequently, a panel of nearly 130 arts experts, vetted by HAA's Grants Committee, scored the eligible applications, as detailed on the Houston MOCA website.

Adding a layer of progress, this year Mayor Turner enacted a 'BIPOC boost' to the funding formula, ensuring additional support for Black, Indigenous, and People of Color within the artistic community. This approach, part of the city’s larger effort to uphold equitable funding, grants up to a 45% bonus, capped at $20,000, for qualifying candidates. Totaling an extra $800,000, Turner's introduction of the BIPOC formula underlines Houston's resolve to nurture a vibrant, inclusive cultural landscape.
