In an effort to stop motorists from gabbing, texting, or fiddling with their phones in violation of California's cell phone laws, deputies will be out on December 8, issuing tickets that pack a financial punch—a $162 hit for first-time offenders and a steep climb to at least $285 for those caught a second time, as reported by the Sheriff's Department.
