Charges have been filed against 18-year-old Joseph Refugio Ramos, identified by police as the suspect in a fatal shooting that claimed the life of 26-year-old Dominique Rice in Houston last year. According to the City of Houston news release, the incident occurred on November 12, 2023, around 3:50 a.m. at 4800 West 34th Street. As of the latest update, Ramos remains at large, with authorities appealing to the public for assistance in capturing the accused murderer.
The Houston Police Department revealed that their officers had found Mr. Rice lying on a sidewalk, suffering from multiple gunshot wounds—ultimately to be pronounced dead at the scene by paramedics. A witness, alongside Rice at the time of the attack, recounted seeing several suspects exit a vehicle and confront Rice, with one of them going so far as to draw a pistol and to repeatedly shoot him. The assailants fled in their vehicle, leaving the witness unharmed.
In the search for justice, detectives pursued clues that led to Ramos' identification. HPD Homicide Division's Sergeant K. Persad and Detective L. Gonzales are advising that Ramos was officially charged with murder in the 488th State District Court on January 2. A photograph of the suspect has been circulated in an effort to facilitate his capture.
