
The face of Plano’s shopping scene is set for a transformation, with The Shops at Willow Bend on the brink of a massive redevelopment after local planning chiefs gave a significant thumbs-up to the project. In a unanimous swing of support, the city's Planning and Zoning Commission has advanced a rezoning request, bringing the vision of a mixed-use evolution for the struggling mall a step closer to reality, The Dallas Express reported.
Real estate heavy-hitter Centennial, which laid claim to the mall back in 2022, has been champing at the bit to revitalize the property’s sagging fortunes. Amid fears of a dying mall and lost economic potential, Steven Levin, Centennial’s CEO, underscored a dream-like devotion to the project at a recent meeting. “This project, to us, is one of a dream,” Levin told the commission, highlighting the aim to keep the retail heart beating while supplementing it with residential, office, and hotel spaces, per The Dallas Express.
The proposed overhaul includes slashing part of the mall’s current retail space, retention of major anchor stores, and the introduction of a medley of new structures including an 18-story hotel, and residential buildings catering to various incomes and lifestyles. Centennial’s bet on the site’s retail future doesn’t come without concerns, as commission member Gary Cary pointed out, asking not if but whether Centennial will deliver on its sweeping promises.
The gamble seems to stem as much from Centennial’s blueprint as the city's planning requirements. Centennial president Whitney Livingston highlighted the risky business of the current retail climate at Willow Bend, with a startling 41% of tenants tied up in short-term leases – a recipe for instability. Nevertheless, the plan is to retain around 800,000 square feet of retail – an artery intended to support the full smorgasbord of shops, restaurants, and services expected to populate the hub.
Details of the intended purchase and initial plans for The Shops at Willow Bend first surfaced in 2022 when Centennial announced its acquisition alongside partners Cawley Partners and Waterfall Asset Management. At the time, the firm was optimistic about transforming the 1.4-million-square-foot center in one of North Dallas’ burgeoning suburbs into the pinnacle of mixed-use destinations, per an announcement on The Shops at Willow Bend.
With Plano City Council's review scheduled on February 12, and hopes high for a 2025 construction kickoff, all eyes are on whether this bold renewal will bloom or bust, drawing a line under an era for The Shops at Willow Bend that, at the very least, has local authorities and developers locked in a high-stakes courtship with the future of community retail.
