Mitchell. The formerly homeless residents, lifted from their life in tents and RVs across various locales in LA, moved into The Dalton, an apartment complex that has come to represent hope for many, as this initiative by the LA County takes a bold step forward by increasing the affordable housing stock through master leasing.

Supervisor Mitchell hailed the project as a testament to the power of collaboration and coordination with various County departments, cities, healthcare, and nonprofit partners in providing permanent solutions for the homeless, "We are using every tool in our toolbox to support the transition of people experiencing homelessness into permanent housing," she said, according to a county press release. The Pathway Home program, which was reportedly adopted by the Board of Supervisors as a chief component of responding to the local emergency on homelessness early this year, seems to have already started delivering on its promises.

At the heart of this program is a concerted effort to ensure an efficient rehousing system, with the Los Angeles County Homeless Initiative playing a pivotal role, through what Todoroff, executive director of the initiative, termed as an “all-hands-on-deck effort” in a statement. The master leasing program, which involves securing entire apartment buildings to directly house individuals escaping homelessness, has found financial backing from local managed care programs L.A. Care Health Plan and Health Net through their Housing and Homelessness Incentive Program. This has allowed the LA Homeless Services Authority (LAHSA) to master lease The Dalton, with the strategic goal of tackling the difficulty formerly homeless individuals experience with leasing on the open market.

L.A. Care Health Plan CEO John Baackes expressed great pride in contributing to the cause, stating, "This collaborative effort with the County is an important step to ensuring that unhoused people have a place to make a home, and that will mean an opportunity for a healthier life." Martha Santana-Chin, the Medi-Cal and Medicare president at Health Net, believes the joint effort at state and local levels is significantly changing lives for the better, asserting, "We strive to transform the health of the communities we serve, one person at a time, and this is what we’re doing together with the Los Angeles County Homeless Initiative and L.A. Care Health Plan," as per details highlighted in the same government announcement.

Further to the physical transition from the streets to a more stable living environment, the nonprofit service providers PATH and St. Joseph Center have been engaged to extend support to the Pathway Home clients in both interim and permanent capacities, illustrating a comprehensive approach towards complete rehabilitation and reintegration. During the event, while Supervisor Mitchell presented housewarming gifts, participants were treated to a luncheon hosted by L.A. Care Health Plan and Health Net, marking the celebratory tone of this initiative and the collective hope it fosters among community members and leaders alike.
