
Houston gets a new economic development boss as Mayor Whitmire taps Gwendolyn Tillotson-Bell for the top job. The announcement made earlier today confirms that Tillotson-Bell, a veteran in the field, will shortly begin to oversee the city's growth and development strategies. Tillotson-Bell, with 17 years under her belt, is to stand at the helm of managing Tax Increment Investment Zones (TIRZs), Industrial Development Agreements, and more.
Tillotson-Bell is no stranger to the game, having spent nearly two decades pushing forth economic progressions within the Mayor's Office of Economic Development. She's slated to replace Andy Icken, who has opted to retire earlier this month. Mayor Whitmire is banking on her track record of significant contributions, particularly her hand in developments like the East River project and the Meow Wolf, to continue to drive forward the city's economic momentum.
According to a statement on the City of Houston’s website, Mayor Whitmire's administration is looking to redefine the Economic Development Office's objectives and priorities. The office's revamp aims to better leverage resources, ensuring concrete and significant results for the bustling Texan metropolis.
"Gwen is a sought-after leader in economic development who is both visionary and collaborative," Mayor Whitmire said. "Her experience and knowledge will guide the City of Houston to effectively chart its next growth phase, and continue to draw investments across diverse sectors to bolster Houston's place on the global economic stage," the Mayor added.
Tillotson-Bell carries with her not just substantial local expertise but also an impressive resumé that includes a tenure on several boards such as the Urban Land Institute and advisory roles for organizations like the Houston Land Bank. The incoming Chief Economic Development Officer holds an MBA along with a bachelor's in accounting, complemented by a certification in public management — qualifications that are expected to further her success in this demanding new role.
