NBC Philadelphia reported that Small also highlighted that the riders often drive recklessly at high speeds, sometimes performing stunts like wheelies and donuts or going the wrong way on streets.

The driver of the Subaru, a 65-year-old woman, was said to be very shaken up after the accident. "She's very shaken up because after the accident several other quads and dirt bikes showed up and were encircling her, so she was in fear for her safety," Small told NBC Philadelphia. This chaotic scene was followed by the prompt dispersal of the ATV and dirt bike riders as police arrived. However, more unregistered bikes continued to be spotted in the area.

Surveillance video shows two other ATV riders engaging in high-risk maneuvers just before the collision. 6ABC obtained a statement from Small confirming that, "The 35-year-old who struck the Subaru was not doing a wheelie, however, the three were together." This incident has reignited concerns over the prevalence of illegal ATVs on city streets, with the police intensifying efforts to curtail their use and enhance public safety.
