A Long Beach music teacher has been arrested on multiple counts of indecent exposure, with one of the reported victims being a minor girl. According to KTLA, Silas Topzand, 25, found himself in custody after a series of alleged incidents, including two involving adult women in September 2021 and January 2022, and a separate incident involving indecent exposure to a female minor on more than one occasion in early 2022.
The Long Beach Police Department revealed that detectives from the Child and Elder Abuse Detail were able to identify Topzand as the suspect after the young victim came forward in October 2023. Authorities had been actively seeking to locate the suspect before finally arresting him in the city of San Pedro on June 6. Further detailing the sequence of events, the Long Beach Police Department's release confirmed that Topzand has been booked for lewd and lascivious acts with a child, indecent exposure, and pursuant to an active arrest warrant.
Following the arrest, Topzand was brought to the Long Beach City Jail, where bail was set at $150,000. Authorities are now voicing concerns that there might be additional victims who have yet to report their encounters with Topzand. Both the Long Beach Police Department and KTLA have echoed the plea for any additional victims to step forward and contact the Child and Elder Abuse Detail at (562) 570-7321. Those opting for anonymity can call Crime Stoppers at 1-800-222-8477 or use their various anonymous reporting methods.
Detectives stress the importance of reporting these incidents and explicitly believe there may be others who have not yet come to light. "Detectives believe there may be additional unreported incidents and encourage any possible victims to contact the Child and Elder Abuse Detail," stated the Long Beach Police Department. The case has been submitted to the City Prosecutor's Office for filing consideration, with authorities awaiting the next steps in the legal process.
