"Throughout my years-long investigation into the financial mismanagement of the Office of Homeless Services (OHS), I have heard from countless unhoused Philadelphians on their experiences interfacing with OHS and navigating our city’s homeless services system," Gilmore Richardson said, detailing the grim realities faced by individuals in desperate need of support, as reported by Philadelphia City Council. In response to egregious mismanagement and subpar conditions, she was propelled to establish an office dedicated to protecting and serving these vulnerable citizens.
The decision comes in the wake of Gilmore Richardson's revealing that OHS mishandled its finances and repeatedly fell short of delivering adequate services.
