
After eluding authorities for nearly two decades, fugitive Pedro Gallegos-Garcia, accused of a fatal shooting at a Costa Mesa quinceañera in 2006, has been extradited to the U.S. to face murder charges, marking the end of a long-standing manhunt that spanned international borders. Gallegos-Garcia was wanted in connection with the death of Hermes Rodriguez-Raya, who was gunned down during a celebration after an altercation turned deadly, the Costa Mesa Police Department confirmed.
The tragic events unfolded on February 11, 2006, when Costa Mesa Police officers responded to a report of shots fired at an apartment on Wallace Avenue. Upon arrival, they discovered Rodriguez-Raya with a fatal gunshot wound to the back. The Orange County District Attorney released information about the incident that happened. It was determined that amid a fight at the event, Gallegos-Garcia attempted to fire at Rodriguez-Raya, and when the initial shot failed, he fatally shot the victim as he attempted to flee the scene.
Gallegos-Garcia's eventual arrest in Mexico on January 22, 2024, was a collaborative effort involving the Costa Mesa Police Department, the FBI, and Mexican law enforcement, following up on a provisional arrest warrant issued in 2019. The subsequent extradition process was navigated with the help of the U.S. Department of Justice's Office of International Affairs, with the extradition becoming final on July 8, 2024, as detailed by the official press release.
"The investigation and apprehension of this wanted person demonstrates our organization's tenacity and dedication to ensure justice for members of our community," Costa Mesa Police Chief Ron Lawrence said. In a show of combined resolution, Orange County District Attorney Todd Spitzer also remarked, "No one is above the law and no matter how hard a wanted killer tries to evade the long arm of the law, justice will be carried out," highlighting the relentless pursuit of law enforcement to bring suspects to account, regardless of the passage of time.
Senior Deputy District Attorney Nick Thomo of the Homicide Unit is set to prosecute the case, with Gallegos-Garcia's arraignment having taken place on Monday. The arrival of Gallegos-Garcia at John Wayne Airport by the FBI on July 18, 2024, turned a new page for the victim's family, who have awaited justice for Hermes Rodriguez-Raya for over 18 years, now facing the possibility of a forthcoming trial as Gallegos-Garcia faces a maximum sentence of 50 years to life if convicted on all counts.
