According to the City of Llano's statement, the primary issues were attributed to a lack of clear communication with the community concerning the cleaning process, and a gap in knowledge regarding the cemetery policies among both staff and the public, which led to the removal of items that families had not intended to be cleared in conjunction, the city plans to better inform citizens prior to future cleanings, including notifications through the City Facebook Page and utility bills. Citizens were informed through a Facebook post detailing the mistake and the steps taken to address the problem, including a reiteration of the specific sections of the city ordinance outlining permissible items at gravesites and the scheduled periods during which temporary decorations are allowed.
The city's ordinance permits fresh-cut flowers, plantings, and artificial arrangements if set in permanent containers on the foundations of gravesites, with the stipulation that unsightly items will be removed to maintain the cemetery's appearance. The ordinance also defines exceptions for additional items during special holidays such as Memorial Day and Veterans Day, when families often honor their loved ones with decorations; these must be removed within two weeks following the event. This is meant to balance the needs for both personalized memorials and the overall upkeep of the cemetery grounds.
City officials have committed to retraining staff to ensure they understand the rules surrounding gravesite decorations, which has been identified as a major contributor to the recent oversight where items that residents wanted preserved were thrown out during the cleanup, thus, preventing future occurrences of such distress.
