
The City of Dallas is moving forward with its efforts to address homelessness through the development of a new permanent supportive housing project. According to the City of Dallas, the 4150 Independence Drive site will soon be transformed into at least 100 housing units designed to assist unsheltered individuals. This initiative is part of the city's broader Dallas Housing Policy 2033 and is a collaborative effort between the Department of Housing & Neighborhood Revolution and the Office of Homeless Solutions.
Developers interested in acquiring and revamping the city-owned property can now download the Notice of Funding Availability (NOFA) from Housing & Neighborhood Revitalization. The application, which was released yesterday, includes details on the $4.3 million in city funding available to aid in the property's rehabilitation. With the deadline set for September 13, 2024, at 5:00 p.m. CST, potential developers have just over two months to submit their proposals.
To provide guidance, the City will host two virtual pre-submission meetings on July 30 and August 27 from 2-4 p.m., accessible via Microsoft Teams. Developers can also participate in site tours on August 1 and 9 at 10:00 a.m., offering a firsthand look at the project site. These steps aim to foster a transparent and informed application process, paving the way for a supportive housing solution that aligns with community needs and expectations.
The chosen developer will be entrusted with not just the rehabilitation of the property but also its long-term operation as a supportive housing facility, "as long as the City deemed it necessary to serve public purpose", as stated by the City of Dallas. This project stands as a testament to Dallas’s commitment to addressing homelessness and providing stable living environments for its most vulnerable residents. The final decision on the development proposals is expected on the council agenda by December 11, 2024, marking a significant milestone in the city's quest to create more equitable housing solutions.
