According to WFTV, the "Safe Exchange of Minor Children" law now requires a court-approved parenting plan for parents, geared at providing a protected space for custody handoffs. In execution of this, designated areas at sheriff's offices have been set up as "safe exchange" zones.

At these locations, identified by purple signs, the surroundings hold a symbolic meaning of domestic violence awareness. A continuous recording of surveillance cameras is assured, complemented by the vigilance of deputies, adding a layer of security to these environments made accessible around the clock. Albert Yonfa, an Orlando attorney, highlighted the law's significance, saying, as per FOX 35 Orlando, "The new HB-385, which I think is going to be tremendously helpful for families at risk."

This legislation is an echo from a tragic chorus, rooted in the disappearance and death of Cassie Carli, who went missing in 2022 after a routine custody handoff. Her body was discovered weeks later in Alabama, and the child's father is now facing charges. Advocates strongly believe that such a system, had it been in place, might have created a different outcome for Carli. "Right now, most of those locations are in public parking lots, Walmart, parking lot, CVS. And some of those establishments have 24 hour surveillance. But getting that surveillance requires further steps. And it's not always as safe", observed Stacy Cole, a friend of Cassie, as per FOX 35 Orlando.

Underlining the bipartisan effort, former Orlando Police Chief Orlando Rolon stated, as cited by FOX 35 Orlando, "In today's day and age, when everyone is so divided when it comes to politics, these two parties came together to come up with something that will undoubtedly be beneficial for families at risk." This law not only facilitates safer exchanges but also gives courts the mandate to direct usage of these zones in cases where violence or danger is a concern.
