An investigation revealed that Concepcion was on active probation in San Bernardino County for operating without a contractor's license and faced additional warrants in Riverside County for theft by fraud and grand theft, according to the San Bernardino County Sheriff-Coroner Department. The arrest was carried out at Concepcion's Hesperia residence using a Ramey warrant, and he is currently held at the High Desert Detention Center, with bail set at $160,000.

Authorities have released Concepcion's photo believing there may be more victims who have fallen prey to his fraudulent landscaping business.
