The investigation of Santana's activities involved a broad coalition of law enforcement agencies, including the U.S. Postal Inspection Service, the Federal Bureau of FBI, the Federal Air Marshal Service, and the U.S. Postal Service's Office of Inspector General, along with the New Jersey State Police's Strategic Investigations Unit and the Philadelphia Police Department. Assistant United States Attorney Vineet Gauri of the Eastern District of Pennsylvania is spearheading the prosecution, with help from his colleague Assistant U.S. Attorney Patrick C. Askin of the District of New Jersey.
