In a post on his social media platform X, Musk stated, "This is a tough call and will make some people upset, but, all things considered, I think California should probably pass the SB 1047 AI safety bill," highlighting his longstanding advocacy for AI regulation comparable to safeguards required for other technologies that pose risks to the public.

However, the bill has faced staunch opposition from various quarters, including California's congressional Democrats and key figures in the tech industry who contend that SB 1047 could stifle innovation, and drive AI development out of the state; Google and Meta have voiced such concerns, with the latter's chief scientist Yann LeCun openly criticizing the proposed regulations on X. Despite resistance, Senator Scott Wiener, the bill's author, maintains that "innovation and safety are not mutually exclusive," underscoring the need to guard against national security and public safety risks, as picked up by KTLA.

The bill's provisions are quite detailed, including requirements for developers to establish shutdown procedures for AI models, conduct third-party safety audits, foster whistleblower protections, and create liability for companies should their AI software trigger severe incidents. "SB 1047 is a straightforward, common-sense, light-touch bill that builds on President Biden’s executive order," affirmed Wiener, according to Fortune.

As the debate continues on how to regulate a rapidly evolving sector, Musk's support carries weight given his tech industry prominence, although interestingly, the bill could impact his own ventures given his recent establishment of a new AI-focused supercomputer cluster and his historical ties to OpenAI, a cautionary tale as just reported by a former OpenAI safety researcher to Fortune, who cited a worrisome exodus of AI governance experts from the organization. If SB 1047 were to pass, it would need Governor Gavin Newsom's signature by September 30 to be enacted — marking a notable step forward in the realm of AI oversight.
