Tragedy struck during a training exercise in April as newly released documents reveal that Lt. Rodney Osborne of the Ohio Department of Rehabilitation and Corrections was fatally shot by his instructor. The Ohio State Highway Patrol has conducted an investigation but has not yet released the report. However, a law firm representing Osborne's family has shared details from the documents, uncovering a harrowing account of the events that led to Osborne's death, according to ABC6 News.
During the exercise aimed at enhancing the skills of the Special Tactics and Response Team, ODRC Commander David Pearson conducted what is known as the "mirror drill." The investigative report detailed that Pearson noticed Osborne's difficulty handling his weapon. Subsequently, Pearson demonstrated the actions he wanted Osborne to mimic, which involved unholstering his pistol and pointing it at the lieutenant. "Pearson walked over to Osborne and had Osborne mimic his movements. Then, Pearson unholstered his own pistol, directed the muzzle of the pistol at Osborne and pulled the trigger," as per documents obtained by My FOX28 Columbus.
The incident unfolded after Pearson led the group through live and "dry" firing drills where the weapons were supposed to be unloaded. When Pearson initiated the mirror drill, his firearm was not cleared as thought, resulting in the accidental discharge that struck Osborne. "When Pearson pulled the trigger, his pistol went off, and the round hit Osborne in the chest," according to a statement in the investigation documents referenced by WBNS.
Further scrutiny of the documents reveals that the ODRC's official policies and procedures do not encompass the "mirror drill," prompting questions regarding the adherence to safety protocols. Notably, the Ohio State Highway Patrol's statement shed light on the extraordinary circumstances under which firearms can be pointed at another person, circumstances that did not appear to be met in this training session.
