"Obviously, all three victims were traumatized by Clinton-Jones' dangerous and lewd behavior", stated the San Rafael Police Department in their account of the occurrences.

Further investigation brought to light that before these incidents, Clinton-Jones had harassed a victim in a local grocery store, chased another for several city blocks, and made lewd gestures at his groin area while following a third victim to a residence. The situation was only defused when attention was drawn or, in the last instance, when the victim's spouse appeared.

Clinton-Jones's arrest record with SRPD is extensive, with incidents dating from 2017 through 2024. The night's appalling events came after Clinton-Jones had just been released from jail about 24 hours prior, where he had been booked for being under the influence of drugs and a parole violation. An arrest for similar infractions, such as child annoyance after presence on school campuses, marked his history in 2019 and 2021. The San Rafael Police Department expressed, "Our officers and detectives will work diligently to investigate, identify, and arrest suspects who endanger the public."
