According to the Delaware State Police report, Santiago is accused of forcibly stealing a cell phone from a woman at the gas stations' pumps around 11:18 a.m. Eyewitness reports indicate that Santiago attempted to flee the scene but was followed, and subsequently detained, by individuals at the location. In the process of being contained, Santiago damaged the stolen cell phone by throwing it, further adding to his list of charges.

The victim reportedly suffered minor injuries during the incident. Meanwhile, Santiago himself was injured as he was held down by the Good Samaritans until police arrived to take him into custody. The situation escalated further while Santiago was being transported to the hospital, where he was described to have become disorderly and assaulted an EMT. The chaos continued at the hospital, resulting in a minor injury to one of the staff members there.

Post-treatment, Santiago was taken to Troop 2, processed for his alleged crimes, and given a cash bond of $7,100 after his arraignment by Justice of the Peace Court 11. The charges against Santiago include Robbery 2nd Degree, Offensive Touching of an EMT, Assault 3rd Degree, and Criminal Mischief. He is currently being held at Howard R. Young Correctional Institution as the case continues to develop.
