Parker has appointed Cheryl Hill as the new Executive Director of the Office of Homeless Services (OHS), reported by the City of Philadelphia. With over three decades of experience in strategic leadership and housing, Hill is expected to carry forward and effectively enhance the City's efforts to make homelessness a rare, brief, and nonrecurring issue.

Before joining OHS, Cheryl Hill significantly contributed to Project HOME, managing a substantial annual budget and leading numerous strategic initiatives. "It is my privilege to appoint such an accomplished leader to head the Office of Homeless Services," Mayor Parker stated, recognizing the wealth of Hill's experience in supporting those at a critical juncture of their lives. In her prior roles, Hill was instrumental in preventing tenant evictions during the 2008 foreclosure crisis and establishing an emergency housing protocol during Hurricane Katrina.

As the new Executive Director, Hill is tasked with improving service delivery and management of the more than 70 providers funded and overseen by OHS. "I am honored and excited to take on the role of Executive Director of the Office of Homeless Services," Hill expressed. Her responsibility now encompasses a vision wherein every Philadelphian has the opportunity to secure housing and a community standing ready to support them.

Hill's predecessor, Interim Executive Director David Holloman, has received praise for his contributions during a significant transition period within the OHS. “We have the deepest appreciation for Dave Holloman, who stepped up to the plate when OHS and the city needed it most,” Deputy Managing Director for Health and Human Services, Crystal Yates-Gale noted. Hill's background includes a B.A. from San Francisco State University and an MBA from Georgia State University, indicators of her commitment to marrying academic prowess with practicable actions in the public service realm.
