The change of location is part of a more significant shuffle that includes plans to revamp the Virgil E. Brown Building at 1641 Payne Avenue and to sell the Jane Edna Hunter building. The County Executive, Chris Ronayne, spoke on the necessity of the transition, positing that securing a new location for the Board of Elections is a "necessary step towards delivering superior services and better voting access to our residents." as stated by Cuyahoga County. He further commented on enhancing the community's access to County services through this initiative.

Details of the lease will be put before the Cuyahoga County Council as soon as March 26, championed jointly by Councilwoman Yvonne Conwell of the Health and Human Services Committee, Councilman Dale Miller in charge of the Finance Committee and Councilman Michael Byrne, who oversees the Public Works Committee. The annual costs of the lease, should it be approved, cannot exceed an average of $5.4 million over 17 years. This expenditure is slated to be covered by the General Fund alongside the Health and Human Services Levy, with the new lease anticipated to commence in July.
