A 25-year-old Houston man, Michael Ramone Hooks, has entered a plea of guilty to charges of coercion and enticement of a minor, with the announcement coming from U.S. Attorney Alamdar S. The case revealed that Hooks was actively engaging and luring the minor away from Antonio Dario Osario-Avelar, also known as Pressure, who was previously convicted and sentenced to over 30 years in prison for related sex trafficking conduct, with Hooks having knowledge of the victim's underage status confirmed through discovered text messages in which they discussed her age, despite this, Hooks pursued, leading to an agreed upon "choosing fee" from the victim to establish him as her new "pimp."

Before Hooks could bring the minor under his influence, federal authorities apprehended him in August 2023, ensuring her recovery and his detention pending sentencing, which is scheduled for December 20 by U.S. District Judge Sim Lake, the collaborative efforts of Homeland Security Investigations, Human Trafficking Rescue Alliance (HTRA), and Houston Police Department (HPD) contributing to the arrest and ongoing prosecution lead by Assistant U.S. Attorney Sherri Zack, support and resources from various federal, state, and local law enforcement as well as non-governmental service organizations facilitated by HTRA played a pivotal role.

Since its formation in 2004, the HTRA has proved instrumental, serving as both a national and international example of effectiveness in identifying victims of human trafficking and bringing offenders to justice, multisectoral cooperation including members of HPD, the FBI, Homeland Security Investigations, and other agencies across county lines and district attorney's offices have bolstered the alliance's capacity of HTRA which has been singular in its mission to combat the scourge of human trafficking.
