
Celebrating its fifth anniversary, the Municipal ID Program in Philadelphia, known as PHLCityID, has issued over 75,000 ID cards to residents. The program supports individuals who face challenges obtaining official identification due to barriers such as immigration status or incarceration history, making a significant impact across various communities.
As outlined in a recent announcement by the City of Philadelphia, the PHLCityID program has assisted non-English-speaking individuals, facilitated access to services for undocumented seniors, and provided a crucial lifeline during the COVID-19 pandemic. In particular, Pearl Mingchu Huynh from the Northeast Philadelphia Chinese Association highlighted the program's efficacy in supporting over 400 individuals, noting in a statement obtained by the City of Philadelphia, "Undocumented seniors are among the most vulnerable."
Carlos Obrador Garrido, Head Consul of the Philadelphia Consulate of Mexico, emphasized the city's significant Mexican national community. He noted that the City ID helps individuals access medical assistance, file taxes, open bank accounts, and apply for loans. Deputy Consul Raúl García Zentlapal emphasized the ID's importance for accessing basic human rights, stating that it provides peace of mind, especially for the vulnerable undocumented community.
Not to be overlooked is the impact the program has had on returning citizens. Kahlil Morrison, Assistant Director of the City of Philadelphia’s Office of Reentry Partnerships, explained the significance for those who have been incarcerated, as the program assists in reducing re-entry barriers. Morrison revealed in a statement obtained by the City of Philadelphia's publication, "Some challenges our participants face include lack of sustainable employment, enrollment in public benefits, supportive housing, and more, which is why, in the last year, ORP helped 200 participants with getting a PHLCityID. Many often feel more validated as contributing members of the community by obtaining the ID."
