Seaford Man Charged with Multiple Felony Drug Offenses After Traffic Stop Leads to Major Cocaine and Heroin BustSource: Delaware State Police

A Seaford man faces multiple felony drug charges after a routine traffic stop led to a cocaine and heroin seizure. Delaware State Police apprehended 46-year-old Terrence Banks on September 17 following an incident involving a Chevrolet Silverado with an equipment violation.

According to a statement from the Delaware State Police, the Sussex County Governor’s Task Force was on patrol in Seaford around 11:25 A.M. when they observed the vehicle heading northbound on Atlanta Road near Bucks Branch Road. The troopers stopped the vehicle after noticing the equipment violation, and, found that Banks had expired insurance and no proof of vehicle ownership.

Upon his refusal to comply with verbal commands to exit the truck, Banks was taken into custody without incident. The subsequent search uncovered roughly 7.68 grams of cocaine and about $1,821 in suspected drug proceeds. A later search, following a warrant obtained for the Silverado, resulted in the discovery of around 1.67 pounds of cocaine as well as approximately 23.793 grams of heroin.

Following these events, Banks now faces several charges, which include two counts of Possession with Intent to Deliver a Controlled Substance, and two counts of Possession of a Controlled Substance—each a Tier 3 felony. Additionally, he has been charged with resisting arrest, improper window tinting, and failure to have insurance identification in possession amongst other charges. After his arraignment at Justice of the Peace Court 2, Banks was committed to the Sussex Correctional Institution on a cash bond set at $84,500.
